Background Doctors Worldwide Turkey (DWWT) is an international humanitarian aid organization aimed to provide support to communities in need through sustainable medical relief and health based development. By linking medical expertise with cultural knowledge and values, the organization has undertaken numerous projects across Asia, Middle East, Central America and Africa. The current project funded by the International Organization for Migration (IOM) aims to provide access to secondary health care to Syrian refugees in a culturally responsive manner. In order to strengthen the structure of the project and to be able to achieve the specific objectives of the intervention, DWWT requires the services of one Field Coordinator to be located in Istanbul. 2. Duties and Responsibilities The Field Coordinator will report to the Program Coordinator and will work in coordination with the rest of the Project staff. He/she will be especially responsible for the following tasks: Project Management Ensure the effective implementation of the intervention according to expected goals, outputs and outcomes; Supervise the preparation of program planning and reporting, in coordination with partners and the coordination team; Contribute to the design of medical activities, when required; Develop, if required, and maintain the necessary tools for the implementation, monitoring and assessment of the project; Assess and adjust the budget implementation of the project; Ensure the correct and timely production of technical and financial reports, according to internal and external – donors and partners – requirements; Coordination and HR Management Supervise the project team and ensure close collaboration between the logistic, operations and administrative areas; Contribute to the selection, recruitment and training of project staff; Ensure all new team members are adequately briefed at their arrival, as well as appropriate handover in case of staff replacements; Conduct periodic appraisals of projects staff performance and conduct; Ensure regular communications are maintained between the different departments and areas and act as a facilitator when necessary; Ensure equality and the respect for all the principals of no discrimination among the team; Maintain and improve, when required, the motivation and team spirit among the project staff, through regular meeting, training and team building activities; Administration and Logistic Manage financial resources: budget, expenditures and cash flow, supervising the reporting to donors and other stakeholders; Guarantee the respect of norms and procedures following donor’s regulations and DWW internal policies; Supervise the logistic support to the projects activities, ensuring that all the steps are done timely, in compliance with local legislation and according to donors and DWWT’s procedures; Ensure the compliance of safety and security procedures among the team, counterparts and beneficiaries; Train the team and enhance familiarity with donors’ and DWWT financial guidelines. Representation Represent the Organization with other NGOs, UN agencies, local and national government bodies, donors and other parties when requested, enhancing good relationships and positive collaborations with all stakeholders; Coordinate with local government, partners and other stakeholders directly or indirectly linked to the project keeping them informed about the status of the intervention, when required; Liaise with relief committees, camp managers and community leaders at local level; Perform any other duties and tasks that Head of Department and DWW Management may require and assign.

Candidate’s Profile Education and Experience Advanced University Degree in Social Economy, administration and/or Social Science; Minimum 5 years of professional experience, in an international NGO working in emergency contexts and 2 managing projects, preferably within the health sector; Deep knowledge and experience in project management (logical Framework design and analysis, implementation, monitoring and evaluation); Experience in with projects funded by UN Agencies or similar donors is a plus; Proved experience in the use of monitoring and reporting tools; Deep understanding of humanitarian aid sector and donors and NGOs regulations; Good knowledge of local government structure in the areas of intervention; Experience in safety security management at field level; Personal competencies and skills Team player, with excellent institutional relations and experience working with local NGOs and civil society and ability to foster networks and partnerships; Strong leadership skills, with a participative-oriented coordination style; Strong analytical and synthesis capacities. Good communication and interpersonal skills and ability to establish effective relationships with people of different nationalities and cultural backgrounds. Flexibility and adaptability to challenging and changing contexts; Ability to work independently and to deal with pressure. Computer proficiency, including working knowledge of MS Office products (Word, Excel, PowerPoint), web-based management systems required; Ability to communicate clearly and concisely in oral and writing English and Turkish (Arabic is an asset), and capability to translate in both languages. 4. Working conditions Working time will be from 9.00 to 18.00 3 days per week and from 13.30 to 21.30 (partially based in the clinic) 2 days per week; Saturday working time will be from 14.30 to 18.30, and Sunday will be off. 6. By linking medical expertise with cultural knowledge and values, the organization has undertaken numerous projects across Asia, Middle East, Central America and Africa. The current project funded by the World Health Organization and in coordination with the Ministry of Health aims to prepare Syrian doctors and nurses to work within the Turkish medical system in order to increase access to health care by Syrian refugees in a culturally and language responsive manner. In order to strengthen the structure of the project and to be able to achieve the specific objectives of the intervention, DWWT requires the services of 3 Facility Supervisors for Migrant Health Training Center (MHTC) to be located in Istanbul, Gaziantep and Şanliurfa. They will be under the overall supervision of the Project Coordinator and will work in coordination with the rest of the Project staff. 2. Duties and Responsibilities Each Facility Supervisor will report to DWWT’s Project Coordinator and will support the Ministry of Health in the Management of the Migrant Health Center. He/she will be responsible for the following tasks: Center Activity Management Manage day to day activities, logistics and administrative issues of the MHTC Clinics; Ensure the implementation of all the activities and provide response to all requirements and needs at the field level; Coordinate and supervise the work of DWWT staff assigned to the MHTC; Assist when required in HR management: service description, recruitment, induction and trainings; Assist MHTC manager in implementing and keeping up to date Internal Regulations and HR’s administrative issues; Ensure smooth communication with Ministry of Health manager and other personnel in charge of the center, regularly updating DWWT Project Coordinator; Lease with other partners and institutions at field level when requested. Aministration and Logistic With appropriate authorization, follow the execution of the purchase of supplies and arrange delivery in a timely and cost effective manner for logistics hubs; Liaise and co-ordinate with admin team and all relevant departments regarding the requisition, follow up and delivery of goods and keep all parties fully informed of any changes; Manage cash advances for procurements and purchases, when requested, keeping control of receipts, invoices and cash/bank balances; Contribute to guarantee the respect of norms and procedures following donor’s regulations and DWW internal policies; Perform any other duties and tasks that DWWT Management may assign. Reporting Contribute to maintain the accountancy of the project in coordination with the administration team; Prepare accurate reports daily, monthly and periodically as requested by the Project coordinator and admin team.

Duties and Responsibilities Admin and Finance Assistant will report directly to the Project Coordinator and will be responsible for the following tasks: Accountancy and Reporting Keep the accountancy of the project through DWWT’s systems in accordance with internal regulation and donor’s financial guidelines; Prepare and archive all supporting documents for financial justification in accordance with internal procedures: accountancy (ledger, cash controls) and annexes; Prepare the monthly financial reports to donor under the supervision of the Project Coordinator; Provide clarifications on financial issues to supervisors, auditors and donors, when required; Keep the administrative archive on the mission (make required copies and translations, classify and archive); Contribute to monitor and assess the budget implementation of the project. Payments and cash flow management Manage expenses related to the daily operation of DWWT projects, after verification that purchase procedures are followed; Manage cash advances for procurements and purchases; Control receipts and invoices, update of cash/bank journals and balances, do a weekly check of the cashbox; Support in the logistic management of the projects activities, ensuring that all the steps are done timely, in compliance with local legislation and according to donors and DWWT’s procedures; Contribute to enhance familiarity with donors’ and DWWT’s financial guidelines among the team. TASKS AND RESPONSIBILITIES Properly assess, refer and accompany beneficiaries in need of physical/mental health treatment/support to specialized services. Collaborate with members of an inter-disciplinary team to meet the needs of the individual and the population as a whole. Engage the member, collect relevant physiological/psychosocial information to assist in completion of the assessment, taking into account the cultural and linguistic needs of each member Engage with the member in a variety of settings to establish an effective, professional relationship. Settings for engagement include but are not limited to; hospital, provider office, community agency, member’s home and contact information Participate in the identification and prioritization of the individual’s care management needs and goals in collaboration with the members and caregivers. Gather information to identify and manage barriers to achievement of care plan goals Educate the member and other stakeholders about community resources, etc. Evaluate beneficiary satisfaction through open communication and monitoring tools.
